El Concejo Distrital a iniciativa del Alcalde Mayor, señalará a las localidades su denominación, límites, atribuciones administrativas, y dictará las demás disposiciones que fueren necesarias para su organización y funcionamiento. El Consejo, a iniciativa del Alcalde Mayor podrá crear, suprimir y fusionar localidades, al igual que modificar el estatuto y régimen que para ellas haya sido expedido.
