Habrá en el Gran Consejo Electoral un arca, con tantas cerraduras diferentes cuantos sean los consejeros, y en ella se depositarán los pliegos relativos a las elecciones. Cada Consejero guardará la llave de una de las cerraduras, y el arca no se abrirá sino en presencia de todos, mientras contenga pliegos de los referidos.
