º. Por el Ministerio de Hacienda se proveerán las estampillas a que se refiere el artículo 21 de la Ley 117 del presente año, sobre Tarifa de Aduanas. Dichas estampillas serán editadas en la Litografía Nacional, y llevarán impresa en caracteres legibles la leyenda que determine el Ministerio, la cual puede variar total o parcialmente, cuando los intereses del Fisco lo requieran.
