Art. 16. La Oficina telegráfica central dependerá de la Seccion de Telégrafos de la Secretaría de Fomento; pero rendirá sus cuentas á la Administración general de Correos nacionales. En consecuencia, los sueldos de los empleados de dicha Oficina telegráfica serán cubiertos por el Tesorero general de la Union.
