Artículo segundo. Los fondos que se asignen en el Presupuesto Nacional al Ministerio de Fomento, para los programas a que se refiere el presente Decreto, pasarán al ICETEX para integrar un fondo de propiedad de dicho Ministerio, el cual estará administrado por una Junta integrada por el Ministro de Fomento o su representante, el Director del Ministerio de Fomento o su representante, y el Director del ICETEX o su representante.
