Cuando en los casos de diferencias de hecho o de carácter técnico entre el Gobierno y los interesados, fuere necesario dar aplicación a lo previsto en el artículo 11, la Rama Ejecutiva dictará una resolución en la cual se determinará la diferencia de que se trata, y se dispondrá que el asunto se resuelva por medio de peritos nombrados en la forma que dicho artículo señala.
