Art. 80. El funcionario de instrucción oirá y decidirá las excusas que le presenten los que hayan sido nombrados Secretarios; y al declarar éstas sin fundamento, procederá dicho funcionario á compeler al nombrado con apremios para la prestación del servicio; estos apremios pueden ser multas de $0-50 á $2 oro.
