Art. 1.° Fíjase de preferencia el primer mes de las sesiones ordinarias del Congreso para presentar á éste los memoriales que lo particulares le dirijan en solicitud de ratificaciones, recompensas, indemnizaciones, pensiones ó condonaciones. Después de aquel término, dichos memoriales no podrán recibir curso, como lo previene esta Ley, sino en las sesiones próximas del Congreso.
