ARTICULO 2.1.1.2.9 . EXCEPCIONES EN LA EXIGENCIA DE REQUISITOS PARA LA OBTENCIÓN DE FINANCIACIÓN. De conformidad con el artículo 46 de la ley 9a de 1989, no podrá imponerse como requisito para la concesión de préstamos, anticipos y pagos parciales del auxilio de cesantía con destino a la adquisición, mejoramiento o subdivisión de vivienda de interés social ninguno de los siguientes

Licencia de construcción o urbanización de inmuebles;

Reglamento de propiedad horizontal;

Escritura de propiedad del predio, o

Los registros y permisos establecidos por la Ley 66 de 1968, el Decreto - Ley 2610 de 1979, el Decreto - ley 78 de 1987 y normas que los reformen o adicionen.
