º. Naturaleza de la acción disciplinaria. La acción disciplinaria es pública. Se iniciará de oficio por información de funcionario público o por queja presentada por cualquier persona. Quien ponga en conocimiento un hecho que pudiere determinar proceso disciplinario, no constituye parte en dicho proceso y solo podrá intervenir a solicitud del investigador para suministrar la información que se le solicite.
