En la elaboración del presupuesto departamental durante el periodo mencionado en el artículo anterior, el Departamento del Choco no podrá alterar ni eludir las recomendaciones del programa elaborado de acuerdo con el artículo anterior, y a su desarrollo dedicara íntegramente el auxilio de que se hable en el artículo siguiente.
