El proceso para la reestructuración de las escuelas normales se llevará a cabo a partir de la realización de talleres departamentales o distritales, organizados bajo la orientación del Ministerio de Educación Nacional, en coordinación con las secretarías de educación de dichos territorios. En dichos talleres participarán las escuelas normales ubicadas en cada departamento o distrito, la comunidad educativa de éstas, las instituciones implicadas en el proceso de formación de educadores en la respectiva entidad territorial y las respectivas secretarías de educación departamentales, distritales y municipales.
