Los miembros de la Junta Directiva, aunque ejercen funciones públicas, no adquieren por ese solo hecho la calidad de empleados públicos, sin embargo, están sometidos al régimen de responsabilidad, incompatibilidades e inhabilidades establecidas en la ley y los reglamentos.
