Autonomía e independencia de la memoria histórica. La memoria histórica es patrimonio público. El Centro de Memoria Histórica, de manera participativa, contribuirá a su acopio, sistematización y difusión y apoyará iniciativas públicas y privadas que autónoma e independientemente aporten a su reconstrucción en perspectiva de consolidación de garantías de no repetición y de reconciliación y de sostenibilidad del legado de los emprendimientos sociales de las víctimas.
