Art. 10. Los Departamentos no podrán establecer nuevos impuestos sin autorización del Congreso. Las Asambleas podrán solicitar esta autorización por medio del Gobernador, quien deberá acompañar un informe sobre las necesidades o conveniencia del impuesto que se trate de establecer.
