ARTICULO 9o. Las instituciones oficiales de educación superior del orden nacional deberán someter a consideración del Gobierno Nacional, a más tardar el 30 de abril de 1993, las plantas de personal docente, empleados y trabajadores oficiales, de que trata el artículo 59 del Decreto 80 de 1980, sin exceder el monto de la apropiación prevista por servicios personales en el presupuesto general de la Nación, correspondiente a la actual vigencia.
