º. Para tener derecho al reconocimiento y pago de esta prima el congresista deberá haber ejercido el cargo por lo menos durante noventa días consecutivos de la legislatura anterior y se liquidará y pagará a razón de una doceava parte por cada mes completo de ejercicio parlamentario.
