Durante el mes de agosto de cada año las Cámaras Legislativas estudiarán preferencialmente fuere el caso, el proyecto de ley de que se hace mención en el artículo anterior. La Comisión a cuyo estudio pase dicho proyecto, lo devolverá en el término inaplazable de ocho días, y devuelto, figurará en primer término en el orden del día de la Cámara respectiva, y sólo podrá alterarse ese orden del día por el voto de las dos terceras partes de los Representantes o de los Senadores presentes en la sesión correspondiente.
