° Para la organización del servicio de Provisión Agrícola, destínase un fondo, rotativo hasta de doscientos, mil pesos ($ 200,000). El Ministerio de Agricultura procederá a organizar este ervicio, bien sea directamente o por contrato, con una entidad oficial o semioficial, con la mira de vender a los agricultores, a precio de costo, maquinaria, herramientas, semillas, insecticidas, abonos y demás elementos y equipos para la agricultura.
