Art. 1.º Apruébase el Decreto expedido en Buoaramanga, el 19 de Julio de 1902,por el Secretario de Gobierno, encargado de la Jefatura Civil y Militar del Departamento de Santander, que autorizó la emisión de setecientos cincuenta mil pesos ($ 750,000), en moneda de cobre de diez, veinte y cincuenta centavos, destinada únicamente al cambio de igual cantidad de billetes deteriorados que existen en la Tesorería general de dicho Departamento, de los emitidos en Bucaramanga por el Gobierno del mhmo Departamento.
