Artículo único. Las milicias organizadas de los Estados, estén o no incorporadas por acto espreso a los Ejércitos federales, hacen parte integrante de éstos, i tienen por Jefe natural i legal al Presidente de la República én su calidad de Supremo i único director de la guerra.
