Art. 1.° Créanse las siguientes plazas para la línea telegráfica del Comercio, con las asignaciones anuales que se expresan: Primero y segundo Telegrafistas en la Oficina Central, con $ 1,200 el primero y $ 800 el segundo. Segundos Telegrafistas para las Oficinas de Facatativá, Villeta y Guaduas, con $ 480 los dos primeros y $ 360 el último. Tercer Telegrafista para la de Honda con $ 480. Un Telegrafista para la de Agualarga, con $ 420.
