Toda disposición que modifique la nómina nacional o autorice nuevos gastos deberá ir respaldada, previo concepto dela Dirección General del Presupuesto, con la firma del Ministro de Hacienda y Crédito Público, quien se abstendrá de hacerla cuando con ello se produzca desequilibrio presupuestal.
