° Los Cónsules acreditados en puertos de donde zarpen vapores para Colombia no certificarán los transbordos si los papeles de embarque no están certificados por el Cónsul de origen de la mercancía y en el caso de que no existiere dicho funcionario, lo harán constar así al certificar esos papeles.
