Para efectos del artículo 33 del Decreto 2804 de 1975, el Director General del Insfopal determinará en cada caso, la necesitada de que el Instituto otorgue préstamos a los organismos ejecutores o destine recursos especiales para el fortalecimiento administrativo, técnico y financiero de dichos organismos, para financiar proyectos de interés social, cuya inversión no sea recuperable y para precaver calamidades públicas o impedir la extensión de sus efectos.
