Administración de ciertas obras . La Corporación podrá reservarse la administración, directa o por delegación, de las obras que construya, para garantizar el cumplimiento de las obligaciones a su favor, y la adecuada prestación del servicio. Para el efecto, fomentara la constitución de empresas de servicios públicos.
