La partida de que habla el Artículo 2°. Se incluirá de preferencia en el Presupuesto para la vigencia fiscal de 1963, pero en caso de que así no se hiciere queda autorizado el Ejecutivo para hacer los traslados o abrir los créditos necesarios al cabal cumplimiento de esta Ley.
