Artículo segundo. Esta Junta tomará todas las medidas que considere necesarias para la construcción del Hospital, podrá nombrar o remover personal que considere necesario para ello, y elaborará los estatutos que regulen su funcionamiento, los cuales requieren para su validez la aprobación del Ministerio de Salud Pública.
