Las Partes Contratantes crearán las condiciones adecuadas de explotación de sus marinas mercantes, con miras a que operen en términos de ccmpetencia leal y equitativa, y adoptarán las medidas conducentes para que la aplicación del presente Convenio sea instrumento para lograr la mayor eficiencia y productividad, la regulación de las frecuencias y el menor costo en el transporte por agua.
