Artículo tercero. Cuando el precios fijado en el avalúo sea de dos mil pesos ($2.000.00) o menos, o las circunstancias especiales de ubicación o forma irregular de algunos lotes, constituyan obstáculos para la subasta ventajosa, el Ministerio de Obras Públicas puede adjudicarlos directamente, sin más requisitos que el del avalúo previo a que se refiere el artículo segundo del presente Decreto.
