Para el cumplimiento de los fines consagrados en la presente ley, se autoriza al Gobierno Nacional para suscribir los convenios y contratos necesarios con las entidades del Orden Nacional, con el departamento de Antioquia, el municipio de Medellín y la Fundación Manuel Mejía Vallejo.
