Las sesiones del primer Congreso Jurídico se efectuaran en la capital de la República, el día 7 de agosto de 1919, y duraran hasta por el término de diez días.

Parágrafo

Se faculta al Poder Ejecutivo para señalar premios a los mejores trabajos que se presenten, para someter al estudio del Congreso las cuestiones que estimulen el desarrollo científico de la Nación y de su legislación, y para todo cuanto se relaciones con la realización del expresado Congreso.
