Sólo el Administrador de la renta tiene facultad legal de expedir guías y otorgar licencias, cualquiera que sea la forma de ellas. Los Tenientes y Celadores no pueden hacer las veces de aquél y carecen, en conscuencia de valor legal, los documentos que éstos expidan para amparar el tabaco en cualquier forma.
