Calidad de las madres comunitarias. De conformidad con el artículo 36 de la Ley 1607 de 2012, las Madres Comunitarias no tendrán la calidad de servidoras públicas. Sus servicios se prestarán a las entidades administradoras del Programa de Hogares Comunitarios, las cuales tienen la condición de único empleador, sin que se pueda predicar solidaridad patronal con el ICBF.
