Art. 3º . La facultad concedida al Poder Ejecutivo para beneficiar por cuenta de la República minas i depósitos de carbón, comprende también la de construir vías férreas o carreteras, canales que comuniquen los diversos puntos de explotación entre sí i con los puertos de mar i los fluviales por donde convenga dar salida al carbón, así como los muelles, embarcaderos i demás obras necesarias en dichos puertos, teniendo dichas vías i obras el carácter natural de empresas de utilidad pública
