Ninguna autoridad podrá contraer compromisos que impliquen el pago de las cuotas a organismos internacionales con cargo al Presupuesto Nacional sin existir la apropiación respectiva, para lo cual se requiere concepto previo del Ministerio de Hacienda y Crédito Público -Dirección General del Presupuesto- sobre disponibilidad presupuestal.
