Los Ajentes diplomáticos i, en su defecto, los Cónsules jenerales, podrán nombrar Vicecónsules provisorios en caso de ausencia u otro impedimento lejitimo de los Cónsules o Vicecónsules propietarios, o por otro motivo de inmediata conveniencia. En estos casos solicitarán del Gobierno en cuyo territorio residen, el reconocimiento provisional de tales empleados También podrán los Cónsules nombrar un Canciller o Secretario cuando no lo tenga su Consulado i sea necesario para autorizar sus actos.
