Queda autorizado el Gobierno para la imposición de gravámenes del ganado que venga al territorio colombiano, en el término y forma que lo estime conveniente. Asímismo se le faculta para establecer un derecho de exportación del ganado en el tiempo y oportunidad que consulte los intereses fiscales de la Nación.
