En la población de San Francisco, del Municipio de Toro, y en la de Holguín, del de la Victoria, se establecerán Puestos de Salud, con servicio médico y todo lo indispensable para su regular funcionamiento, debiéndose construir en esos lugares y en el de El Balsal, de Versalles; en Albán, del Cairo, oficinas para el funcionamiento de los Puestos de Salud.
