Ningún distrito municipal pierde ni compromete su autonomía fiscal, política o administrativa por afiliarse o pertenecer a una asociación de municipios; sin embargo, todo municipio asociado estará obligado a cumplir los estatutos y reglamentos de la entidad y a acatar las decisiones que adopten sus directivas para el cabal cumplimiento de sus fines.
