Se entiende por servicios aéreos comerciales los prestados por empresas de transporte público o de trabajos aéreos especiales.

Son empresas de transporte público las que, debidamente autorizadas, efectúan transporte de personas, correo o carga; son empresas de trabajos aéreos especiales, las que, con igual autorización, desarrollan cualquier otra actividad comercial aérea.
