Además de los fondos procedentes de la cuota de fomento de que trata el artículo veinte (20) de este Decreto, el Instituto de Fomento Tabacalero recibirá del Gobierno los dineros, maquinaria, equipos y elementos que tiene el Fondo Rotatorio de Fomento Económico del Ministerio de Agricultura, que administra actualmente la Caja de Crédito Agrario con destino al desarrollo de la campaña de fomento del tabaco.
