La remuneración que concede el Estado no imprime al Magisterio y al Profesorado el carácter de servicio administrativo, ni las casas de educación sin oficinas públicas. En consecuencia, los Maestros y Profesores, por razón de su oficio, no están sujetos á las incompatibilidades que comprenden a los empleados públicos, sino solo á aquellas que fueren necesarias, á juicio del Gobierno, para el exacto cumplimiento de su misión docente.
