Vigencia y sustitución. El presente Decreto rige a partir de la fecha de su publicación y sustituye las siguientes disposiciones, los artículos 20 y 23 del Decreto 622 de 1977, el Decreto 1753 de 1994, el Decreto 2183 de 1996, artículo 8º literal b) y artículo 9 del Decreto 2233 de 1996, Decreto 788 de 1999, el Decreto 1892 de 1999, el Decreto 2353 de 1999 y la Resolución 655 de 1996 expedida por el Ministerio del Medio Ambiente.
