El Gobierno hará practicar estudios de las reservas petrolíferas de que trata este Código, y a este fin se le faculta ampliamente para contratar el personal y para hacer todos los gastos que demanden dichos estudios. El Gobierno proveerá a la formación en el Exterior y dentro del país del personal colombiano técnico y práctico en la industria del petróleo en todos sus ramos.
