El Gobierno, previo concepto de las Sociedades de Mejoras Públicas de las respectivas ciudades, de las Academias y Centros de Historia de los Departamentos, y de la Academia Colombiana de Historia, podrá declarar que los monumentos históricos, casas y lugares que por cualquier circunstancia estén ligados a la vida de nuestros próceres o a la historia nacional; las construcciones antiguas, los museos o colecciones de objetos históricos, los sitios de belleza natural, parques arqueológicos y cementerios indigenas, y las fuentes termominerales, tiene una función pública educativa y turística.
