La partida de que trata la presente Ley será incluida en el Presupuesto de la próxima vigencia fiscal, y en el caso de que esto no ocurriere, el Gobierno Nacional queda autorizado para ejecutar las operaciones presupuéstales que garanticen el fiel cumplimiento del presente mandato.
