Art. 23. Es entendido que cuando una injuria o calumnia se publique de un modo impersonal con la fórmula de se dice, se asegura, corre el rumos u otra semejante, se considerará, para los efectos del caso, que tal concepto se emite personal y perentoriamente por el responsable de la respectiva publicación.
