Art. 12 . Todo empleado ó funcionario público de la Nación ó de los Estados, 1 amado á intervenir en asuntos de competencia federal, á quien se presenta por primera vez un escrito ó documento con estampilla, le pondrá una nota en que expresará en letras el título de su Oficina y empleo, y el número de estampillas que tiene adheridas, la cual firmará perforando y anulando tales estampillas.
