º . El artículo 16 del Decreto 2145 de noviembre 4 de 1999 quedará así: Artículo 16. Operatividad del Sistema Nacional de Control Interno. El funcionamiento del sistema Nacional de Control Interno se fundamenta en el ejercicio de las competencias y responsabilidades que en materia de Control Interno le han sido asignadas al Presidente de la República, al Departamento Administrativo de la Función Pública, al Consejo Asesor del Gobierno Nacional en esta materia, al Comité Interinstitucional de Control Interno del orden Nacional y Territorial, al Comité de Coordinación del Sistema de Control Interno y a la Unidad Básica del Sistema Nacional de Control Interno.
